Question about rack and pinion (1 Viewer)

So I had a buddy install a new rack and pinion on my 97 Tacoma and he couldn't do the alignment, so I took it to a shop to have it done. Now I can turn further to the right than the left and it is about to drive me nuts. My question is. My buddy said the alignment shop was supposed to make sure the tie rods were set at the right length and the alignment shop said my buddy was supposed to do it. Who is right? And if the alignment shop is supposed to do it, should I pay for it or should thy do it for free since I already paid them once. Thanks in advance.
 
Finger pointing sucks. I'd try to get it close then carry it to the alignment shop and tell them it's off wearing your tires, that they need to realign it.

Count your rounds made on one side and make sure the other side is the same.
 
If it's like my Yoder, then there's only one position to get installed. There's a vertical bolt and a horizontal bolt...idiot proof.
