Partially busted ignition- no steering lock and loose key but starts

So I don't have the dreaded fully-snapped ignition cam thing going on but I do have another odd symptom. My steering wheel doesn't lock without the key in and once I start the car I can freely rotate the key left and right quite a few degrees. Any ideas what this might be? I was going to replace the cam shaft on the ignition anyway, but maybe there is some tension spring or cam missing as well on the housing?
 
Behind the housing is the limit switch/relay. Round, white, plastic contraption held on by 2 screws and provides the tension/resistance to the cylinder when you turn the key. It has a little plastic slot in the center that receives the end of the shaft that tends to break. My guess would be that your switch/relay (or possibly just the slot in it) is worn.

Once you have it apart, you should be able to see why the steering lock isn't working. Either the shaft is turned 180 degrees or something else is preventing it from engaging.
