Parking brake adjustment?

BACKGROUND (you can probably skip this)
I just did my rear brakes (new calipers, pads, & rotors) and adjusted per the FSM (minus the bellcrank adjustment). I did check the bellcrank for looseness and didn't perceive any. I did adjust the rubber stoppers, however. I drove the truck and noticed a dragging and a repetitive clunking noise from the RR. I pulled the rotor again and inspected the springs and didnt see anything. The adjustment seemed to be good and so i put it back together without adjustment. I still got the clicking (no surprise). I think its the e brake as pulling it (even a little) makes the clicking stop. My theory is that one of the pads is catching, getting pulled to the side, then released causing the clunk.

At this point i threw in the towel and took it to a local shop for inspection. He said the "parking brake was loose" (his english isnt the greatest) so he adjusted it. no more noise! drove it to work and felt like the truck was dragging. I lifted it up again tonight (both tires this time) and spun them. parking brake was tight (basically adjusted all the way open). I re adjusted per the FSM again (all the way tight, then 8 clicks loose) Moving the wheel back and forth i see a bit of movement in the drive shaft (maybe a 10 degree movement) which clicks a bit, but I don think that's the same noise. The truck makes the click in neutral and in drive.

Question:
1) After adjusting the parking brake (star wheel thing), i notice a very slight drag (only enough to make a bit of noise). Is this normal?
2) Does my assessment seem correct?
 
I just adjusted mine per the manual and no problems at all except the adjustment for the cable adjuster was frozen (turnbuckle type thing was seized and had to apply heat to free up). How many clicks do you have on the brake hand lever before she's hard? Should be 4 to 6 clicks, I believe. Less than that and you may be dragging shoes.
 
When I did mine I disconnected the cable ends from the bell cranks by removing the clevis pins. That way you can get a very good feel for the clearance in the mechanism while you adjust the stops. Did you do it that way or leave them connected?
One note on the results of the adjustment for everyone else who may be wondering - now the E-Brake actually works GOOD!. Previously it would barely stop my truck from rolling on my very slightly inclined driveway. I can actually slow the truck with it while driving now.
 
I did not disconnect the cable- The main adjustment i am making is to the star wheel. I did adjust the stops but only with the cable connected.
