Painting over POR or Rust Bullet finshes

I am considering a full strip and rust prevention coating for my lttle CJ2A prior to painting. When prepping the rust coating for a top coat of paint, do you sand"? Etch? Or just clean and paint?

Mike - I'm in the process of restoring every part of my 79' FJ with POR 15. I've learned that the steps and time for completing one part is just huge. I decided that on most of the external parts that are exposed to sunlight I would POR 15, Tie-Coat Primer, and finally paint. By using the Tie-Coat Primer on POR 15 I'm dropping one step which is having to etch the POR 15. Tie-Coat can simply be applied directly to the POR 15.

I can't offer any advice with Rust Bullet.
 
Another option to consider might be LineX or Rhino, or a DIY equivalent.

Not sure how set you are a particular product, I personally have been using ZeroRust on my Michigan raised 62, with superb results. Just avoid the brush, if ya want a clean finish.
A quick skim of the Zero-Rust tech info page shows no prep for top coating with most automotive urethanes. Gotta watch the acetone in the top coat, however, that would likely cause lift, awe, here just view the linky yo-self!
