painting new steelies

I have a set of new steel factory wheels. They came black want to change to gray. Is the factory coating a good base or do they need sanding and primer?

I'm going to use Valspar Massey gray with their hardner added.

You and I are in the same boat.
 
I think I'm going to just scuff the factory coat and paint.
Maybe someone will give a reason that will change my mind, but I would think that should work.

Yes you need to sand cause I am sure it has a clear coat. DA with 180 then finish it off with 400. Wash them down with Dawn (to insure all the grease is gone) with one of those green dish scrubbers ...and you know the rest
 
Single malt...sorry for getting off your subject. Where were you able to pick up new steelies? Mind sharing what the cost was? I have been trying to locate for some time now.
 
You can buy steelies direct from Toyota for $90
