I've done a ton of rust replacement on my Pig and I've always sanded/ground off the coating that comes on new sheet metal before I painted.

Do I have to do this?

I'm about to weld some expanded metal onto my Pig's sliders to help with traction with muddy feet and there is no way I can grind all the coating off. Will paint still stick OK with that coating on the metal?
 
Sandblast after welding. Problem solved.
 
You'd be better off to sand than to wipe. Acetone has it's own problems under certain paints, I'd reccomend prepsol or something similar, it's an automotive specific painting product for degreasing. I've seen acetone leave streaks you could see through the finish coat.

Gotcha - I'll either handsand it or have it sandblasted. I found out a friend has a sandblaster...

I have used this on cruise boats on Lake Geneva. You can roll it on the welds, and spray the rest. Or just roll the whole thing.
FYI - it is a #itch to work with. You have to drill mix both parts, then mix together. I kit = 2 gallons. About $40/gal, and it is bullet proof.

Also did weedcutters with this paint as well as salt trucks. The stuff can also be submerged.
