TomTom maps are from TeleAtlas which used to be (most likely purchased) GDT (in Lebanon, NH).
The other major map data provider is Navteq.
All US maps start with "Tiger" maps made with US satellite images. So the underlying data is the same. Navteq does have more "field" units than anyone else, so their estimated travel times are very good.
Screen size, legibility and features for the price is what I would look for.
