My FJ60 with 1HDT transplant runs (with electric fan on) at a constant 167 to 170F. With the fan off (manually switched), it will get up to 190F or more on a long, steep hill. The 167F seems awfully cool to me; do I have a faulty thermostat (stuck open), or is this temperature okay?

Sounds about right. From memory, 75⁰c is the opening temp of the standard thermostat. Operating temp should be around low to mid 80⁰c mark give or take a few degrees. Thermostat should be fully open by 95⁰c, which I'm pretty sure is about spot on with what you're seeing
