Ive got a little surface rust as you can see below. What would the best way to go about taking care of it be? I also want to paint the body black too so it doesnt show through the slee rear and the tailgate.

Would POR15/RustBullet be good for this type of application? should I sand it down to bare metal first or is that ok? I got all the flaky stuff off already.

POR 15 will work just fine for that,just sand to skuff the paint for good adhesion and remove any rust scale you don't want to sand the rust to a shiny finish POR is designed to adhere to a rust surface.
 
Make sure you sand over the old paint to scuff it 120-220 grit,you don't have to remove it down to metal just need the scratch surface for the POR to bound and bite into.
 
I went by my bodyshop that did the matte paintjob to get my third brake light painted. He took care of the back for me while it was up in the shop area. Got the slee rear on today and it looks great!!

anyways next time around I'll por it up
