OBDII OBD2 not working (1 Viewer)

Hey guys, so I just got my first land cruiser 2 months ago. I was trying to program a key and i couldn't, then I put a dungle to use it with torque and didn't work either, finally i got a handheld code reader and when i plugged it in, it didnt have any power. I checked for bended pins but they are all good.

Does somebody has an idea of what's going on?

Check your accessory fuses, and some vehicles have a dedicated odb2 fuse
 
Should be a 7.5A fuse under the dash @ the left kick panel. Labeled OBD-2. It supplies battery voltage to the DLC-3 connector.
