What country did those come out of? It looks like some 3rd world country's main means of transportation that's been made for decades in the same factory.

A repro Whizzer was manufactured by Nostalgia Cycles from 1993-97 and sold
for about $1,900 in kit form. These are easily identified by a whacky
cylinder/head unit and Mikuni carb. From a distance (like, a mile) they
look very similar. These should be avoided like the plague.

These are the new ones (2008 versions) There have been 3 versions since the "avoid like the plague" ones were put into production. Those things were garbage. These Whizzers are actually pretty cool. I love buzzing around on mine (shaved head, honda racing piston, etc..) Top speed on mine (tagged by a local cop buddy) 53 MPH!
