No Idle Fuel Filter has very little fuel in it

I have searched but have not seen anyone have this problem nor have I ever on my other trucks. 1983 FJ60 2F smog intact, this truck is new to me so I am still Learning a few things. A little background the truck has been sitting for some time or used very little. The first fuel filter I changed was almost plugged up with crap. I have always had a spare so I changed it and the truck ran fine for 200miles. I did the seafoam thing in the tank and carb ran that tank of gas and now changed the filter agian. Now the truck will not run below 1200rpm it just dies, the fuel filter is only 1/4 full. I always thought it should be full and you would not be able to see the gas pouring in but I can. The tank is not plugged with crap a little compressed air back into the tank proved that when fuel came out of the filler. I do plan to have JimC rebuild carb once I get the crap out of the tank. Could it be the fuel Pump? How do I check it, the sight bowl looks full but that filter is almost empty. Any thoughts would help me get home.

Update

Just looking for some input. The fuel pump does not have any moisture on it and looks good. I just started the truck and it ran OK just a little rough. Could a dirty carb cause this? I read in another thread about a carb being clean on one side and black/oily on the other and that would be what mine looks like. What does that indicate?

It's common for the filter to appear half-full. sometimes there's no good way for the trapped air to get out.

Iff you want to be sure the pump is working good, disconnect the feed line at the carb, place the end in a clean container and crank the engine for a few seconds. You should see steady, solid pulsing of fuel, in time w/ engine cranking.

There is a spec in your FSM for minimum fuel delivery after a specified cranking time.

Do you have an oil bath air filter?
