Thanks for your advice. I'm taking it in on Tuesday to be looked at. In the event that this is like what's in the video...how can this be corrected? Stripping off the rubberized coating, blasting off the rust, repair, and re-coat with something else?
Ok...so the good news and the bad news. The good news is that while the frame has some rust spots, it's minor and the frame is in good condition. The bad news is that the prior owner sprayed over the rust with the protectant application rather than removing the rust first. So now what do I do? Do I have this coating removed and the rust blasted, and then reapply the protection...do I leave it alone? who would you recommend that I consult to do that? Thanks for any advice.
 
I would have the existing coating removed and re-undercoat with a liquid coating. Something like Fluid Film, Woolwax, or Krown. Any of those coatings costs around $150 per application and should be touched up every year. They will creep into the rust and stop it on contact, you don't even need to grind the rust off. They also never dry, so they are self healing, and water can't become trapped behind them (they isolate the metal from air and water completely). I have a combination of Woolwax and Fluid Film on my GX (DIY application with a spray gun and compressor) and have been very happy with it, but Krown is also supposed to be good (it is oil based while the others are lanolin based) and there are lots of shops in the NE who apply Krown.
