need help rebuilding 2b roch. carb

Hey all! Years ago, my dad put a Rochester 2barrel on our 69 FJ 40 and it's been working fine until we rebuilt the engine. A friend volunteered to rebuild it but afterwards the vehicle was getting too much gas. Now they don't remember if they put the ball (bearing) back in or where it even goes! Can't ask dad, he's passed away.

I taken the carb apart and can't tell where it's supposed to be.

Is there someone out there who can advise me on how to fix this thing? Not that I can afford much, but I can't even find a place that'll work on it. Online places want like 250 to rebuild it.

Plus, is there a better carb I should put back on the vehicle???? This is in DFW, don't get to take it to the mountains. All terrain tires, mostly normal driving.
