Do you have heavy graphics needs for the design programs? Do you need discrete graphics?
Will the computer be on a desk mostly, or do you take it everywhere you go?
We have some really good deals on consumer high-end gaming systems that would be OK for business use, or you could go with a ThinkPad that would fit you best.

For project management and construction cost estimating we use to use timberline and then switched to computerease.
Not sure the type of construction but a lot of bid services these days have a basic and professional version of both takeoff software and cost estimating software that's discounted with bid service membership.

Having used nothing but the earliest version of QuickBooks years ago, I am clueless. I will be using it for cost estimating, bidding, cost tracking and would like to be able to sketch floor plans /layouts and blueprints. So some graphics are needed but not like for video editing. I do not know if all this is available in one product. Currently I am a one man show but life is bringing bigger options to me lately. so my skill set is evolving toward managing things more efficiently. All guidance is appreciated.

Are there good benefits of the chrome OS, opposed to windows? I am afraid IOS will not be on the budget
Chrome OS is free. There are some newer, higher priced Chromebooks out in the market that are not low-end.
Your software will drive your hardware choice. I doubt many options for Chrome OS for what you are trying to do? I don't know much about the software, though
