Prosecute attack dogs' owner: RSPCA

The owner of three dogs that attacked and killed a four-year-old girl in central western NSW should be prosecuted, national RSPCA president Dr Hugh Wirth said.

The girl went missing from her family home in Warren, near Dubbo, and was found in a neighbouring yard at about 7.30pm (AEST) on Wednesday.

She had severe injuries to her head, neck and torso.

Police believe she was attacked by three crossbred hunting dogs held in the yard.

She was taken, in critical condition, to Warren Hospital for emergency treatment but died just after 3am (AEST) on Thursday.

"I am angry about this. Dog behaviour is clearly predictable and the RSPCA thinks the dog owner ought to be responsible," Dr Wirth said.

"I don't know NSW law, but I hope it is rather like Victorian law, where the owner is responsible, and they throw the book at the owner because they have clearly done nothing to prevent this from happening."

The cross-breed hunting dogs responsible for the attack should have been securely penned, Dr Wirth said.

"Here we have a four-year-old who has strayed into the neighbour's yard, who the dogs probably know, and she has done something innocently that has caused the dogs to attack.

"Why was a child allowed anywhere near them?

"Why were they not locked up in a proper dog enclosure so no child or adult could come near them?"

Acting Commander of the Darling River Local Command Alan Cusack said the girl had been playing in the same yard only earlier that day.

"These were family friends involved and the child had actually been in the yard earlier that day. There had been no incident but it appears she's wandered back in on her own later on that evening," he told Macquarie Radio.

"Unfortunately, then the attacks occurred."

Commander Cusack said the death was a terrible thing for the girl's family and their friends.

"It's a dreadful thing for the people of Warren and especially the families involved," he said.

"We've spent some time with the family and they're in utter shock."

He said police would now prepare a report for the coroner and a decision would made on what to do with the hunting dogs.

That sucks, and will continue to suck.....

I have no idea how a child that young is allowed to wander....only thing is, it could have been a 12 year or even an adult for that matter.

I think people are way too lax about not securing their animals. Unless you are my neighbor.....poor Blue healer and his Lab are inside two circles of fencing, and are trapped in a 10X10' enclosure with only 1 walk a week...

How about a good dog story:

PHILADELPHIA — A toddler climbed out of a second-story window and scampered across the porch rooftops of at least eight row houses before a family dog's barks alerted residents, police and neighbors said.

Neighbors who heard the barking spotted the 23-month-old boy, Phillip Redmond Jr., followed closely by the family's German shepherd, Alfie.

"He was protecting the baby, making sure the baby was all right," neighbor Tina Mitchell told WPVI-TV.

Another neighbor, Shavyonn Robinson, was able to grab the toddler from a porch roof a few doors down Sunday morning, police said.

"First I had my hand sticking out [of the window] trying to grab him," Robinson said. "That's when he tried to run past, because he thought I was playing with him, and he almost fell so I had to go out and get him."

By the time police arrived, the child had been helped down from the roof and officers took him to the hospital, said Sgt. Francis Erickson. The child's footprints and the dog's prints could be seen in the blacktop coating on the porch roofs.

Child welfare officials placed the boy in the care of relatives while the incident is investigated, said the boy's father, Phillip Redmond. He said he was embarrassed but grateful that his son was fine.
 
Small children should never be unattended with any dog(s). They should arrest the parents too for letting their child wander off. All the adults are equally guilty.
 
The world is now overpopulated with dogs, along with humans. I could do with a few less mosquitoes too....
