I'm currently in the 100 hunt and have been for a while. An 04 with that high of miles in my area seems to be going in the 10-14k range. 19.9k is WAY high for that. If it was fuly expo built then that would be right in the ball park for that mileage, maybe even a tad low.

That's not bad. Maybe I need to step back and look at what I'm willing to spend. There is a local 2000 w 95k for 14k here. I was going to look at it this weekend but from what you're saying that may be way out in left field.

In my observations of looking at 100s basically daily for a decade, low miles is what brings the biggest premium. You can find ~175k miles 03+ 100s frequently for less than $15k (sometimes far less - just look at this board for a sale of an 03 this week for $11k), but low miles especially under 100k brings in a huge premium on these trucks. I just sold my built 98 with 137k miles, and I literally had more than 30 people interested in it (full maintenance history is crucial too since it's fairly expensive even though infrequent) and had offers pouring in for 2 weeks after I posted it as pending sale. The number thing people told me attracted them to it in order were low miles, service history, then the mods. Think about it - any mods can be added to any truck at any time, but there's no way to legally/magically turn back the odometer and make the truck any younger.

I picked up my 04 one owner for $19,500 from a Toyota dealer back in September of last year with 92k on it. I agree, that is a high asking price and should be closer to 16k.
