I’ve been out of the satcom business for a long time but that looks like communications equipment to me. A dish that folds down. Not sure we have any “microwave weapons” in the inventory.

That is exactly what that is. A high bandwidth satellite antenna in its parked configuration. Most likely an X and Ka band unit made by General Dynamics.
