I'm in the process of replacing the rear diff lock actuator on my 98. I took the original out in the unlocked position, and my understanding from other threads is that I can manually lock it using a screwdriver/prybar once it's out in order to correctly install the replacement in the locked position. So far I have the truck wheels off the ground in neutral, and spinning the driveshaft while prying the cylinder with the bolt hole to the right. I can't get it to budge, and I'm worried that I'm going to break something if I pry any harder. Just wanting to make sure I'm doing this right, no I don't have the FSM unfortunately.

I've done this several times on my tacoma, and I believe you want to spin the tire and not the driveshaft...

Got it to work. I just plugged the replacement actuator into the harness, turned the dial and bumped out the shaft. Put it through the cylinder and bolted it down. Turned the dial back to unlocked and bolted the assembly to diff housing. Now the rear diff locks immediately! Would anyone be interested in my old actuator to rebuild?
