My lc manual locking wheel lock is quite hard to turn. Only one side.

It probably needs servicing...
Could have water / silt in it. Or grease has dried out / gone.
Needs clean out and re grease.

X2. Remove, clean, grease, and it should be back to normal. This is pretty routine maintenance.
BTW, I have started using synthetic grease for this and like the results.
