Looks clean. I would get on that timing belt pronto!
 
Take that VIN over to Lexus Drivers and see what, if any, Service Campaing (warranty work) has been done or not as well as any Lexus/Toyota dealer network service records. If I still had an active TIS sub, I'd do this for ya, but alas...

Also, noting this is a dealer sale, don't be afraid to haggle and ask for a CarFax at THEIR expense. I bought my rig last summer while I lived in Monterey from an owner in SoCal. Originally searched for LCs in our area, but they're harder to find than 4runners in those parts due to the demand and lower production numbers, so I relegated myself to the '04 LX way down south as the price was right for a good condition, mostly stock, rig with ample service records and CarFax from a private party at $11k. Asking was $13k. Negotiate, negotiate, negotiate with cash-in-hand!

These things go quick, but only spring on it if you're convinced it's the one. Otherwise, continue keeping the vigilant eye anywhere in the area you're willing to travel to make a deal. Personally, I wanted the mid-model cycle of any generation. From '03 on, for example, the LC/LX received a 5-speed tranny, up from the 4-speed prior, along with other improvements that can be noted at Slee Off-Road 100 Series Newbie Guide. I scoped from North Bay all the way to the CA/MX border and east to damn near state line for a solid 3 months or better. You're not likely to find much rust on rigs in those parts, but it's prudent to research the vehicle's history if it hasn't always lived in CA.

All things considered, on this particular rig you're lookin' at, I'd be targeting closer to $11k inclusive of Tax, Title, License and all applicable Fees. Remember with these dealer sales, it's often 10% more than what they're asking to drive away in the thing.

With negotiation and if the car checks out this seems like a good price. I paid $10.5k for a 2000 TLC with 143k miles in Bay Area last year. Mine had all the servicing including timing belt, after market nav, and front/rear bumper sensors installed.
