Locking Rear Wheel when stopping

My back tires lock up on my 84 fj60 when I come to a slow stop. Sometimes I can roll out of the locked position and sometimes I have to give it some extra gas to get it rolling again. This only happens when it's cold or just starting out the day but once we get rolling for about 10-15 miles it goes away. Tranny? Hm.

I'm not a mechanic by any means but a wannabe for sure. Anyone?[

pull your drums off and check out the brake shoes. they just maybe ut of adjustment. if the drum is real tight to get off, use bolts (there are two threaded holes that you can use) then just take a screw driver and turn the star wheel to loosen the shoes up.
