it says it is only 115 volt, 20 amp and it welds 1/8 in. mild steel. Will this be enough for fixing body panels?

Yes, this welder is good for body panels especially if you run it with .025 wire. It has a good arc and is pretty easy to use.
Don't bother to use the flux cored wire on body panels, stay with the solid 025 and use an argon mix gas; it will work great and require minimal clean up.
