What purpose does it serve? Would putting a LED bulb in that spot make an appreciable difference?

Put HID projectors on mine, then changed the light you are talking about to LED mainly to keep the color temp consistent. I think a random mix of near-white LED and yellowish halogen bulbs looks bad.

Not sure about the purpose, but I put LED bulbs in mine. Here's a pic before I added HIDs to the low beams.

Here's another, after HID installation. As APKhaos said, much more consistent color (despite the slight yellowing of the plastic cover on the LED bulb).
