Hello, I recently purchased a fj 43 and on level ground it leans a lot on the side which the spare tire is mounted to (right side). I thought it must be leaning because of the spare tire but the tire can't be that heavy. So I counted the leafs on each side of the rear and each side has a different count, however measured at the rear axle they are both around 3.25". I am sure they are cobbled together. can I just remove some of the leafs from one side until they level out or is it better to just buy 2 matching sets. I have probably 3.5" lift/shackles on the back. So which brand do people recommend? I do not intend to rock climb, but simply use on street.
 
I replaced my rear spring packs on my FJ43
and it still leans to the driver side. Just the nature of the beast!

They have 43 specific rear springs.
The general rule is to then remove the 3rd leaf to soften them up a tad.

If the new leaf springs still lean to the driver side, then It probably would not help to replace them, so could I just loosen one side and pull out a couple of leafs to make it appear equal? or is the really changing the stability?
 
Your description leaves a lot to be desired, good pic's are worth a 1000 words.
So I would move the springs with the most leaves to the low side and see if it props it up.
Look your frame over carefully, perhaps it got bent in a wreck, rusted in half and patched back together badly.
 
Seen the solution for the lean is to add a spacer between the spring pack and axle on the high side. This lowers the high side on is a stock spring under the axle. Spring over axle would have the opposite effect.
 
here are some pic. note that the rear right side measures 31" to ground, while the left rear side measures 28" to ground. the space under axle measures about 3" of leafs on each side. I hope that the pic will provide some insite
