Would it be possible to mount these new flares then trim and modify the gaurds and inner wheel wells to clear larger diameter tires but still keep the stock look?
I'm running 315/75R16s currently on stock steel wheels that work pretty well, but I would like to go to 37's and I'm getting tired of repairing and remounting the stock flares.
I also don't want to attract any extra attention from the constabulary. So i'm thinking that I can get these flares, mount them on the bodywork, then make more room for tires without changing the external apearence too much.
Thoughts on this idea?

Also can you mount these with a riv-nut, instead of the self tapping screw?
 
Well, anything is possible with the right tools and dedication. These flares are hollow on the inside, which means that a large part of their rigidity and shape depend on the outside edge, and how it sits on the body. Some trimming is needed for proper fit, but too much trimming will not allow them to sit on the fender correctly. I believe that what you're trying to achieve is difficult due to the vehicle modification laws in Australia. If you could somehow support the fender from the inside, like with some high-density foam, that will allow you to trim more of the support structure to open up the wheel wells.

Regarding the mounting, rivnuts are a good option. I want to go back and replace all of the screws with rivnuts and treat all of the holes with some paint or primer before installing the rivnuts. That would provide a stronger attachment point, but you would need to be careful not to overtighten the screws to prevent breaking or deforming the flares. They are pliable up to a point but will crack if overtightened.
 
@djJelt any update with the mud flaps you ordered? Were the ones you ordered for the 91 or the 97?
Hi @JohnnyUtah2. Well I tried everything, short of getting the Jigsaw out. Tried both fenderless and fender- compatible flaps. Nothing did the trick. Not quite perfect but better than no mudflaps. Photos taken with 38" AT tires on.
