Key Turns Loosely In Ignition, Won't Start

I hopped in tonight and tried to start up the 99. This is what happened. I found some threads about something similar in a Ford but not here.

Does anyone know if there is a way to start and drive it from this state? And do you know what's likely wrong and the cost? Thanks!
