Intro / Wheel & Tire Help 1983 FJ 40

I've been lurking around here for a couple of months pretty regularly and figured I would finally introduce myself. I bought a 1983 RHD FJ 40 from New Zealand on Ebay this year (despite the dubious comments from my girlfriend- figured I better spend it now before we are official). Its my second Toyota 4x4 but first FJ, and I'm loving it. Below is a ****py picture off of Ebay - its all I have on my computer now.

I took the wheels off this weekend with the intent to get them blasted and powdercoated. Before putting any money into them I wanted to post some pics and make sure the wheels are OEM and worth putting money into. Note the E 16 x 6J DOT designation on the wheel. I tried searching on MUD for this phrase but couldnt come up with anything. The split rim was the spare. Should I keep and restore the split rim as well or get a matching spare? Thoughts?

Finally, when I removed the tires there were tubes. Why do I need tubes with these wheels?

The tires were 235/70/R16. They measured about 28" and looked older than the car. I am thinking 33 x 10.5's after 2.5" of lift (the stock suspension is shot).
