Interior lights fade in/out.

For the last couple months I've noticed that when I set my interior dome lights to come on with the opening of the doors, the lights will continue to fade on and fade off continuously even after I park and leave the car. The ring of light around the ignition switch does the same. The only way I've found to stop it is to remove the dome light fuse.

The doors all close tight, it doesn't happen when the car is running.
Any thoughts on what the problem is?
