injector failure?

This may be an easy one but working on the 22re is a little new to me...... Here goes.... My 85 4runner started running rough. I found rust had contaminated the fuel system, so I replaced everything(tank, fuel pump, lines, filter, pulse dampener, and regulator) and sent the injectors to rc engineering to be cleaned and balanced....... Fast foward, everything is back together and # 4 injector is not working ( no "click" like the other three when using stethecope). A noid light shows the connector is getting a pulse..... Could it be my expensive, cleaned and balanced injector (that I did not test pryor to re-installation) has died. The sheet from rc showed it flowed fine. Any ideas or anyone experience any similar problem?

I'll give the heet a try. The new fuel tank did sit installed and unfilled for over a week while I put everything else back together, so condensation could have developed in the high humidity enviroment in which I reside. Also going to do some meter testing to start things off right. Kicking myself for not testing the resistance of each injector prior to installation, but again I assumed a newly cleaned, balanced, and tested set worked fine...... and maybe they do, I'll have to follow the fsm steps and do some work to get to the bottom of the problem.
