I picked up craftsman inch lb torque wrench and I just can't make sense of the adjuster dial. It has markings from 0 - 14 but on the shaft it goes up by ten?

My ft lbs torque has the dial but it's 0-9 and the shaft markings are every ten? Which I get, I want 255 I go to 250 the dial will be at 0 and then turn the dial so it' show's 5 and now I'm at 255. That makes sense.

I don't get it.:doh:
 
Odd, I have a wrench that goes up by 15's, but obviously the markings are in increments of 15 on the shaft and has 0-15 marks on the sleeve. Sounds like they screwed it up.
