I'm looking for a fj45 tailgate for a 78 and I see the aftermarkets are expensive, so how much would an original cost with almost no rust and that would just need a new coat of paint ? I can't find any on any of the cruiser parts sites.

Maybe $800. Perhapes more. Especially for a late '70s Canadian truck.
There are a couple of repos being made at the $5-600 range I think. Check the vendor section.
Awl-teq makes a good repo except he doesn't do the embossed TOYOTA. For the price though, maybe you could use some vinyl stick on letters.

$300 to $600 depends if it needs touch ups and paint, There are good after market ones for $400.00.
