I hit it with a brass wire brush and metal etch. All of the rust is surface rust. No major pitting and threads on the bolts are in good shape. See photos. Will look perfect after powder coat. The rubber gaskets are in good shape as well. Flapper valve actuates and spring is in good shape. I have a powder coater local that would do this for around $80 adder if you want to pay for that to be done before I send it.
