I didn't see a solution in a quick MUD search. If the cable to the hood release is still intact but no longer attached to the release lever inside, I would fish around under the dashboard (perhaps remove some of the trim around the hood release lever) and see if you can grab the cable end to pull. Another possibility is to have someone push down on the hood while you pull the release lever. If it's bound up from lack of lubrication, that might give it enough "play" to have the release work. If the cable is broken or damaged at the hood end, you may be into removing a number of parts up under under the bumper to get at it. That's all I can think of for now.
