Help Needed Identifying Damaged Brake Line (1 Viewer)

Hello All, I'm hoping some of you can help confirm that I believe to be true.

In the images below you can see wear on a line from contact with the driveshaft. I believe this to be the emergency brake cable and not a hydraulic brake line. Is that correct? I do not want to risk driving the vehicle without confirming this is only the ebrake.

As for how this happened, I think negligence on the part of a few people. First, my truck is rusty, but I have had that generally remediated and woolwaxed. However you can't replace everything and some of the brackets under the vehicle are certainly crusty. Second, during a recent front brake service, I asked that the parking brake be adjusted to within spec, which was done. Third, shortly after that service, I loaned the car to family who loaded It down with six people and gear and went camping. They told me about a "buzz or rattle" that they heard most of the time, but I assumed this to be my known heat shield rattle. When I drove the car myself (unloaded) I didn't hear anything. Fast forward to this week, and I have loaded the car down for a trip and now I am hearing a new noise, especially on bumps when the suspension compresses.

I finally crawled under the car and am ashamed to say that this is the damage I have found. From checking parts diagrams, I think this is the ebrake linkage. If so, I assume it has slack in it or the bracket you can see was broken during the service. The mechanic probably didn't think this would be a concern...

I should note that the line runs along the driveshaft and that the broken bracket is above that, just off the gas tank in front of the rear axle. As you can see, I've zip tied it out of the way for now.
