Help Horn Blowing?

I Need Help! Last night the Horn on my 98 LC started blowing and would not stop? I unplugged the two wires at the horns (2) but what is causing this and how do I fix it? Thanks, MAX

From the FSM troubleshooting guide (Body electrical section):

Horn blows all the time:
1. Horn Relay.
2. Horn switch.
3. Wire harness.

Disconnect the fuse in the driver side front fuse box. You may have to remove the horn switch from under the steering wheel pad, but I don't know
