I currently have a hitch rack which works fine, but my wife is getting into riding now and I need to haul her bike some how.

At first trailer sounded good but storing it for me will be a PIA. Doable but PIA. Currently have a hitch rack for single bike.

One bike is 233 lbs and other is 209 lbs dry. My hitch does say its rated for 650 but man that's cutting it close. Another idea is to get front hitch and mount one bike in front and one in the rear.

Thoughts?

Is the hitch even designed to carry that much weight? Seems like it would actually be more strain as it's holding that much weight extended that much further off the hitch, 2'+.

Seems to me you should be going the trailer route.
