FZJ105 1998 OBD2 compliant? South America model

Hi Guys, I've searched my owners manual, ih8mud forums, and the internet to see if my truck is OBD2 compliant and find nothing.
It is a 1998 FZJ105 with 1FZFE motor. It is a South America model, but it has the OBD2 plug.

I bought one of the ebay ELM327 blue-tooth scanners and downloaded the Torque Lite app for Android, but they won't connect.

Does anyone know? Maybe someone from Australia who has the same model. I've never found a way to search non-USA vin numbers.

Ok, I have read manuals in Spanish and English, even found 2 Australian manuals for electrical and the motor. But, no luck, all of the recommended testing involved a voltmeter and voltage or resistance reading.

Even though it has the OBD2 plug, it is not compliant. Now you know.
