Fuel pouring from Charcoal canister overflow

Bought a 2007 LC 4.7 V8 VX because I needed something tough. Found one with 167000km and FSH at agents.
Had this car for 2 weeks and has spend R15000 on it.
Replace manifold gaskets
reconed front "CV's"
and service
And a new fuel cap
Toyota said the leak was due to the fuel cap breather hole being blocked and building up pressure in tank
I now know that it must be blocked with emergency pressure relief valve in cap for when pressure really gets to high.
The car has an "evac" system and sealed fuel line, fumes and pressure gets release into the charcoal canister. The leak only occurs when car is standing in sun on hot day.
Also fitted with extended fuel tank
Now my Questions
Pipe #1
if I blow on it its full of petrol, is this correct or should it just be fumes? Breather pipe?
Any suggestions with this problem would be appreciated.
