fractional socket for '02 wheel lugs???

Which size socket works best for '02 wheel lugs? I thought they were 23mm, but found a 22mm socket works better. I tried 21mm and it is definitely too small. Is there a fractional socket that works better than 22mm?

The right size is 22mm,but 7/8" will fit not as tight as the 22mm

23mm should theoretically be a looser fit than 7/8" ???
