Flag Whip for Pismo?

Just thought of something... i can't remember if you have to run a flag whip on the dunes @ Pismo?

Last time i was there (3 years ago) we didn't ..

The rangers said nothing at SnT last november.There were only a few folks with them.

it used to be that I was sure you didn't need them for road licensed vehicles.
Now the language on their web site seems ambiguous.
See a thread on this from before SnT.
