that would make since, we have all seen old pics them with tops/doors boxed up at the port

I would guess they are starting with pristine examples in the 1st place and doing a refresh to as new.

I bet there are some huge crates of old OEM spare parts from back in the day that went along with some of these fleets of 4X.....

Regarding the bolt not painted .
most of the dealers here are requesting the trucks half assemble to reduce the
labor cost in JAPAN

here is FJ45 1978 with all doors and half of the cabin in the box

Why would they go through all that trouble and not roll the odometer back to something like 20Km? It's very simple to do.
