FJ60 Owners: What is this thingy?

Hey all-

Can anyone tell me what this is? I am referring to the red and black plastic assembly and the two hoses coming off the top (pic.1). It is some kind of valve but what does it control? Also, there is a hose coming off the bottom of the assembly that has popped off (pic. 2). Can anyone tell me where that hose connects? I do not have my FSM yet and this is a new truck to me.

the hose connects to the atmosphere. i think it just hangs off the bottom. you need the fsm for emissions
