let alone the axle housing/3rd looks way to small to be a dully housing.

All this is true but I play around with dual axle rigs all day long and to get a knoby, mounted tire on gravel to sit like that would be a very time consuming process when you could just lean it.
Not saying it isn't just saying it is weird

weird for sure cause most duallys have to have a space between because the friction causes fires.
