Fj cruiser braking system

The FJ cruiser is the first vehicle I've ever driven where the brakes continue to work past three presses of the pedal while the engine is off. What I want to know is, what is different about the braking system in the FJ cruiser that allows the brakes to continue working despite the engine being off. Are these brakes electric brakes? Are they hydraulic brakes that are electrically powered? How do conventional Power brakes work?

The US government made it a requirement that the brakes should work at least 3 times once the engine is off. What exactly did the auto manufacturers do to the convetional hydraulic brakes to allow it to work 3 times and not more? What can be done to make power brakes continuously work on a car even when the engine is off? I've never driven a car with out power brakes so I'm wondering, past the "3" cutoff, do the brake an all cars still function but instead function like they're not power brakes?
 
if i remember right they are what they call a active breaking system so they always work from what i have read. this is why to tow one it takes certain equipment to do this or when you hit the break in the vehicle doing the towing the fj will lock up unless you use a car dolly.
 
The brake assist on the FJC is in fact electric hydraulic assist. That's what makes them so awesome. Most commonly, brake assist is vacuum, and the vacuum booster can only hold so much negative pressure without the engine running. That is why it goes dead after 3 pumps, the elect/hyd assist can keep on going. It's pretty sweet actually, I would like to find a hydraulic boost system to swap into my FJ40.
