Engine cover bolt

Anyone else had an issue with the bolts holding the engine cover spinning freely but not coming out? I'm trying to remove it to clean the TB but 1 just spins and I can't get underneath the cover to see the issue. I just did heater T's with it still on and that was a pain.

I'll probably leave it off for good but would rather not break the cover. Any ideas to remove that bolt?
 
I think what they thread into are like a pem nut or nutsert. In any case, evidently it came loose and that's why it's spinning. One thing to try is putting your socket extension in a drill and floor it in reverse while you lift up hard on the cover. That and the violence of it all may cause the nut to grab enough to let the screw back out if is not siezed.
Shoot it with some penetrating oil first, though.
