There have been several good threads on selecting an OBD-II scanner. First, check here in the 80-section, then in Outfitting. I believe there have been threads in both sections. The posts cover the pros and cons of the cheap units and various features you may want in a scanner if you intend to use it as a diagnostic tool as opposed to just something to clear your codes.
Some will work with your laptop or a PDA. My advice is to get informed on what is available before making your decision, then select the tool based on price and features that interest you.
