Editing tools disabled? (1 Viewer)

When preparing a thread or replying to one already existing....I do not have any of the editing tools available to me (bold, italics, font size, color etc).

These are located in a tab just above the reply window...but are currently just a 'shadow' and not functioning for me.

Anyone else experiencing this?
