E brake doesn't ratchet, hard to engage???

Is it an adjustment on the rear axle or is there a problem with the handle? My bud said it sounds like the pins in the handle are bad, hoew difficult of a job is it to replace the handle? I had surgery a couple of weeks ago so I'm not exactly up for a lot of gymnastics.

Down on the back axle there is a nut you can let out the slack and re-tighen it. If it doesn't ratchet can you set the brake or pull it up and it stays on it own? There is also a nut you can adjust from inside by just pulling off the leather dust cover around it. I think when you have the cover off you will be able to adjust it or see why it is not ratcheting.
