Any known issues or proven troubleshooting for this? When I push the rocker switch down by the seat controls nothing happens. I assume a bladder should inflate or something? Not a hi priority thing, but thought I’d get it working if not too hard.
 
It's not a bladder on these, but an electric motor and gearbox unit. As above check for power at the motor in the first instance.

Mine was a dead motor. New was very expensive and used parts were tough to find in the UK. However the design was fairly standard for Toyota's of that period so I found something similar on eBay. I managed to re-purpose the motor from a 2002 LS430 by disassembling and swapping bits about. It's awkward to replace in situ, but by loosening up a few surrounding components it is possible and to me preferable to removing the seat from the car and taking the covers off.

Be ready to snap and replace the two clips that hold the seat back panel on.
 
Just to emphasize though - test first, replace parts once you've diagnosed the issue.
